Principles of Refugee Resettlement

Principles of Refugee Resettlement is one of three courses in the Certificate in Refugee Services Foundation.

It will explore the resettlement process in the United States and prepare students with the knowledge and skills to assist in the resettlement experience for refugees. Examination of personal values and beliefs and the ways those may influence practice will be an integral part of this course.

Course Objectives and Benefits to Attendees:

  • Understand the federal, state and local laws and policies that relate to refugee resettlement in the United States.
  • Possess knowledge of the stages of the resettlement process and the influences of health, mental health, housing, English proficiency and employment.
  • Utilize cross-cultural, strengths-based interviewing skills and the ability to communicate effectively though interpreters.
  • Practice the skills to observe self, others and organizations to diminish the influence of bias and institutional racism in the lives of refugees.
  • Demonstrate a working knowledge of the resettlement agency and community resources most frequently used by refugees and how to access those resources.

Individuals working in Human Service Programs where refugees would be seeking services would benefit from attending this course. This includes:

  • Resettlement staff
  • Social workers in any setting serving refugees
  • School personnel serving refugee children and families
  • Medical staff in both outpatient and inpatient settings
  • Parks and recreation staff and other programs serving children
  • Child welfare staff
  • Mental health workers
  • Food and income support program staff
  • Housing staff
  • Corrections, etc.

Presenter:

Rabiou Manzo, Resettlement Program Specialist, was born and raised in Niger, West Africa. Rabiou has been a member of the Idaho Refugee Center (IRC) Boise team since 2006. He began as a case manager and now is the Resettlement Program Specialist. His job at IRC includes supervision of the case management services, working with community agencies (from housing to medical resources to counseling), advocacy for refugee services and troubleshooting a variety of challenges that arise in regard to resettlement.
Rabiou currently holds a Master's Degree from the University of Idaho (2003) and is working towards his BIA accreditation to provide immigration services to clients. He is fluent in written and spoken English, French, Russian, and two African Languages (Hausa and Zarma).
